MAJOR PLAYERS IN NATION BUILDING

urged government certified public accountants (CPAs) to do more than computing
taxes correctly by becoming a major player in nation
building.

GOVERNMENT CPAs. Vice President Noli ‘Kabayan’ De Castro delivers his
keynote address during the induction program and first membership meeting of the
Government Association of Certified Public Accountants (GACPA) yesterday at the
Philippine International Convention Center (PICC), Pasay City, De Castro
encouraged government CPAs to practice the norms of good governance and to stay
on in public service despite their low pay.

De Castro pointed out that good
governance includes transparency, integrity, professionalism and efficiency in
the conduct of business and day-to-day operations.
The Vice President admitted that
government CPAs are not well compensated compared to their counterparts in the
private sector. However, he said he is inspired by those who stay as government
CPAs to take on the challenge of serving the public.
“This government continues to face its
biggest challenge—that of realizing ‘development on the ground’. As public
servants, we all share this challenge. And I relentlessly push for this advocacy
in the hope of inspiring you to continue taking on the challenge of serving the
public,” De Castro said.
He explained that the country needs
government CPAs’ expertise and skills as financial managers that would ensure
the optimum and proper use of government limited resources.
Likewise, he said government CPAs are
also important in protecting the gains achieved by the country to make stronger
government institutions. “We need you to uphold financial prudence, as well as
transparency and accountability in all government transactions,” he added.
