NOLI ACTS ON COMPLAINTS AGAINST SUPPLIERS OF NORTH RAIL

North Rail settlers may now buy construction materials from
suppliers of their own choice to build their new homes at the
designated relocation sites, as government continues its clearing
operations along the rail right of way (ROW).
This is the response of Vice President Noli “Kabayan” De
Castro, Chairman of the Housing and Urban Development Coordinating
Council (HUDCC), to the increasing number of complaints of overpricing
being hurled by the resettlement beneficiaries against the accredited
suppliers.
The Vice President immediately ordered a change in the
policy after hearing the complaints of the beneficiary families during
his surprise visit yesterday to the resettlement sites in Meycauayan
and Balagtas, Bulacan.
Each beneficiary family is given a housing materials loan of
P40,000.00 as part of the resettlement package. The loan is payable in
thirty years with zero interest.
To address the complaints, De Castro ordered that the
beneficiaries will no longer be required to buy their housing materials
from accredited suppliers. The materials loan will instead be given
directly to them, so they can buy from other suppliers.
“I’ve heard numerous complaints regarding this, so it would
be better to change the procedure to ensure transparent and speedy
relocation of the families,” he said.
The loans will be released in four tranches of P10,000 each
to ensure that they will be used for housing materials. The
beneficiaries will have to present receipts for the housing materials
to receive the next tranche.
“The government wants to grant shelter
security to the informal settlers of North Rail, while we modernize
railway system in Luzon. We will act immediately on complaints like
this one in order to facilitate the process,” De Castro said.
